Heat the oil in a large skillet over medium heat. Add the onion, bell peppers, jalapeño pepper, cumin, smoked paprika, chili powder, garlic powder, salt, and black pepper. Cook, stirring occasionally, until the vegetables are tender, about 10 minutes. 2. Add the chicken broth, white wine, red wine, chicken broth, soy sauce, honey, rice vinegar, and vegetable oil. Bring to a simmer and cook until the vegetables are tender, about 5 minutes. 3. Stir in the cilantro and serve.
